Population

When Doctor Who screened in the Philippines in 1976, the population was 39.4 million, and licensed TV sets numbered only 450,000 (per WRTH, 1974).

Since the Philippines is in Asia, they may have been served by BBC Sydney. But since the islands are a protectorate of the United States, and broadcast in NTSC, it's more likely they were supplied by Time-Life.
