BBC Records
Kuwait is not named in The Seventies, The Handbook or DWM. The only indication that the series may have aired there was the markings on the PAL video tapes that had been returned to the BBC form Dubai in 1991 – labels attached to the tapes themselves identified a Kuwait TV broadcaster. (Of course, this might merely be a transportation sticker, rather than ones of broadcast...)

Origin of the tapes?
Kuwait, like the other Persian Gulf states – Abu Dhabi, Bahrain, Dubai, Qatar, Saudi Arabia - all seemed to get PAL tapes of Doctor Who (Pertwees and Bakers) around the same time.
