Although Saint Lucia did receive broadcasts of Doctor Who from nearby Barbados, it might still have had to pay the BBC something for that privilege, and might therefore be one of the nine.

Saint Lucia did not broadcast Doctor Who on its own channel, but it did receive cable transmissions from nearby Barbados, which screened a package of Tom Baker stories from 30 December 1985, with a repeat in 1987.
