MOZAMBIQUE is a former-Portuguese colony (until 1975) in southern Africa. The main language spoken is Portuguese.
Doctor Who was not available on any local TV stations.
It's possible that the second Peter Cushing Dalek film was shown while the colony was still under Portuguese rule, as the dubbed version had been released in Portugal from 1968.
Also released in Portugal were translated editions of several of the Target novels. It's possible the publisher also had distribution rights for the books in Mozambique.
